David Frasher had proved to be an efficient administrator by setting an example for others to follow. In his capacity as the City Manager of Grants Pass, David Frasher performed his duties with dedication, commitment, and creativity. Throughout his career, he enjoyed positive relationships with elected officials. According to him, honesty, integrity, and communication are essential. Building excellent relationships with employees and labor groups has been one of his top most priorities. David Frasher also received accolades from ethics professor, Judy Nadler, for his focused efforts to advance transparency, ethics, and improved web services.
David Frasher served as the City Manager of Grants Pass from October 2005 to August 2009. During his tenure, David Frasher was successful in improving relationships with employee labor groups, avoiding costly arbitration while successfully negotiating new contracts with significant savings for the municipality. David Frasher was also the City Administrator of Oak Grove from 1999 to 2001. During his tenure as the City Administrator, he really proved to be an effective and enthusiastic leader. In addition, David also served as the City Administrator of Ashland, Wisconsin and brought landmark changes in Ashland He managed development and adoption of a new 'Smart Growth' Comprehensive Plan that was chosen as the best in the State of Wisconsin by the American Planning Association.
About David Frasher
David Frasher grew up in western Missouri. His father was an engineer and his mother a successful small business owner. David received a Bachelors degree in Administration of Justice, graduating cum laude, from MacMurray College in Jacksonville, Illinois in 1981. Thereafter, he began his career as a police officer with the Independence Missouri Police Department. David Frasher's commendable work resulted in his promotion to Major Case Investigator with Kansas City's 'Metro Squad'. In 1990, David Frasher left his position with the police department to attend law school at Washington University in St. Louis, Missouri. After law school, David Frasher clerked at the Alaska Court of Appeals and then opened his own law practice. In 1999, he was appointed City Administrator of Oak Grove, Missouri. He also served as the City Administrator of Ashland Wisconsin. In 2005, he was appointed City Manager of Grants Pass, Oregon where he served until August 2009. David Frasher is now involved in community service and aims to make the world a better place through service, leadership, and education.
